About the role
Reporting to the head of area regeneration, this is a prominent role within the organisation where you will help coordinate and deliver an ambitious programme of investment in South Tottenham for its communities.
You will drive forward the delivery of complex sites projects from concept to completion – securing new employment spaces for the post-Covid economy whilst meeting the Council’s wider objectives for high quality placemaking and new, sustainable council homes.
With a range of local and strategic partners, you will work closely with our communities through collaborative design processes, ensuring that residents and businesses are able to actively participate in shaping the future of their neighbourhood.
About you
The ideal candidate will be educated to degree level (or equivalent) in an appropriate field – planning, housing or development.
Requirements:
- a self starter, with the knowledge, skills and experience to drive forward complex projects
- experience leading on the delivery of large, mixed-use employment and affordable housing schemes to maximise social value benefits to the council
- development and maintenance of collaborative working relationships with a range of internal and external stakeholders and partners
- knowledge of the current development context including the housing, affordable housing and workspace sector, including managing viability assessments and financial models
- understanding and delivery of best practice sustainability approaches in development
- securing and managing external funding
- procurement and management of large multi-disciplinary project teams
- strategic planning, including programming and multi-year financial planning
- excellent report writing, presentation and communication skills
- management of a team of junior staff, providing professional support and identifying opportunities for growth
- an ability to build positive working relationships with Tottenham’s diverse communities and have a passion for ensuring underrepresented groups are able to participate and have their voices heard

Duties and responsibilities:
- the postholder will sit in the regeneration team and contribute to the delivery of the council’s regeneration programmes by leading on the development of complex sites
- to manage the delivery of complex regeneration sites, reporting to the head of area regeneration
- to work with the council’s strategic development partners on the delivery of such complex mixed-use sites projects
- to provide briefings to members and senior officers as required, with regular updates on project development, viability and resident/business engagement programmes
- in collaboration with the strategic property team, to liaise with landowners as required as part of potential acquisitions programmes
- to manage multiple separate workstreams and complex programme matters relating to site delivery
- to liaise with key partners on project delivery including funders, local organisations and potential end-users
- to commission as necessary capacity studies, feasibility work, option appraisals and comprehensive design briefs to take forward complex projects from inception to completion
- to develop project ideas from conception through to approvals, procurement and delivery
- to ensure a robust communications strategy is developed and delivered for residents, businesses and other local stakeholders and key partners
- to develop and implement community led co-design initiatives and meaningful engagement programmes to enable the delivery of site projects in line with local need
- to develop appropriate design quality management processes in respect of the council’s key strategic partnerships
- to work with the head of socio-economic regeneration, Tottenham to ensure the delivery of the ‘people’ priority as part of site delivery
- to provide regular management updates to the Regeneration Programme reporting structure
- to manage staff and budgets as required
